Ugyen Namgay

Mr. Ugyen Namgay is a dynamic public policy professional, educator and former Member of Parliament with over 15 years of experience spanning legislation, governance, policy analysis, public administration and education. He is currently a PhD candidate at Queensland University of Technology (QUT) and a recipient of the QUT Postgraduate Research Award scholarship. Ugyen previously served as a Senior Performance Analyst in the Office of Performance Management at His Majesty’s Secretariat and Senior Planning Officer at the Ministry of Education, Bhutan.

In the Parliament, Mr. Ugyen significantly contributed to lawmaking and policy review at the National Council, serving as the Chairperson and Deputy Chairperson of various joint parliamentary and standing committees. His contributions were notably in areas of social and cultural issues such as human rights issues, mental health and human trafficking.  

With a strong foundation in educational planning and administration and as a trained organisational development consultant, Ugyen conducted organisational development exercises in ministries and local government. Ugyen is a social worker and an inborn leader whose leadership extends to community service, having held executive roles in his college, training institute and served as the Chairperson of the Bhutan Australia Alumni Association (BAAA) of Bhutan, President of the Australia Bhutan Association of Canberra (ABAC), and he is also the current deputy President of the Brisbane Bhutan Association Incorporated.

A graduate of the Australian National University with a Master’s in Public Policy (Distinction), Ugyen brings expertise in legislative scrutiny, public policy, organisational development, education and many more. He is known for his commitment to social service, impactful research, and fostering intercultural understanding through active community engagement
