Dr. Caroline Brassard

Dr. Caroline Brassard is an economist and public policy expert with over two decades of academic and international development experience. She currently serves as an Adjunct Assistant Professor at the Lee Kuan Yew School of Public Policy, National University of Singapore (NUS), where she leads executive education courses in public policy analysis, policy evaluation, and research design.

Dr. Brassard holds a Ph.D. in Economics from the School of Oriental and African Studies, University of London, and an M.A. in Economics from the University of Toronto. Her interdisciplinary expertise bridges economics, policy analysis, and qualitative research, with a strong focus on disaster governance, social justice, and inclusive development.

She has served in leadership and advisory roles, including as Assistant Dean (Academic Affairs) at LKY SPP and as an Academic Advisor to the Centre for Peace and Justice at BRAC University in Bangladesh. Her earlier work includes research and consultancy assignments with institutions such as CARE Bangladesh, UNICEF Madagascar, and the National Economics University in Vietnam. An active member of the World Meteorological Organisation’s Research Board, Dr. Brassard contributes to the integration of social science with geophysical science in climate research. She has co-authored and edited multiple academic publications, including books on disaster management, urban gender dynamics, and labour market policies in Asia. She has also published several book chapters on Bhutan’s development, where she has taught and researched since 2005 in various capacities.

Dr. Brassard’s contributions to education and humanitarian service have been recognised with several awards, including the NUS Teaching Excellence Awards and the Outstanding Service Award from the Singapore Red Cross.
